The Forensic Outreach and Liaison Service is a specialist service for people with a mental health condition who pose a serious risk of harm to others. We also offer support to their carers. 

We co-ordinate the care of people in the community who are under a restriction order of the Mental Health Act. This involves providing personalised care based on the needs of the individual, and proactively supporting people to develop purpose in their lives including finding voluntary work or paid employment and resolving housing issues.

We reach out to people in the community and where necessary support them through admission and discharge to low, medium and high secure inpatient beds. Our team tries to ensure people are admitted to hospital as close to home as possible. We work with people to set goals for their discharge shortly after admission to ensure they only stay in hospital for as long as they need to and that they are well prepared for their discharge with the necessary support in place to help their recovery. 

Our team works closely with our Community Mental Health Recovery Services and our Psychiatric Intensive Care Unit in Surrey. 

Who is our service for

People who use our service are adults who:

  • are aged 16+ (not all of our services are available to those aged between 16-18 years)
  • live in Surrey or north east Hampshire
  • have a diagnosis of mental illness
  • have either committed (or are suspected of / alleged to have committed) a serious offence, or are believed to be at risk of doing so.

Safe Havens
Our Safe Havens provide out of hours help and support to people and their carers who are experiencing mental health crisis of emotional distress.

Advocacy
An advocate can speak on your behalf if you are unable to speak for yourself, they support you to say what you want to say. Under the Care Act 2014, the Mental Health Act and the Mental Capacity Act, certain people are legally entitled to an advocate.

Information for professionals

Forensic Outreach and Liaison Service is a tertiary service, which means it is highly specialised. We provide services within Surrey and north east Hampshire, excluding court diversion and liaison referrals.

We accept referrals from:

  • Secondary care mental health and learning disability services, high secure hospitals or other secure units
  • We do not accept referrals from primary care. People referred to our service will have been assessed by the secondary care adult mental health and learning disability services, who will make a referral if appropriate.

Reasons for referrals

  • Assessment and advice on the management of people who are in community or mental health services
  • Specialist risk assessment involving HCR-20, SVR-20 or stalking risk profile
  • Joint working agreement to share care with another community mental health services.

If you would like to discuss a referral please call 01932 587095.

On receipt of a referral we will upload the details to our database and discuss it during our team meeting, held every Monday. A letter will be sent to the referrer to advise them of the decision reached during the meeting. An acceptance for assessment does not necessary mean our service will co-ordinate care, the referrer will continue to be responsible for the person being referred.
